Blizzard attempted to rework (read: nerf) the Elixir Of Holy Bolts in Diablo 4, but apparently they destroyed it entirely. Some people in Reddit claimed that it's okay for open world, but not usable in NMDs or The Pit anymore. Apparently they've now disabled the Holy Bolt Elixir for the time being as they're working on a fix to make it act as intended. We'll see how it goes!
